It means 0 laps completed and race restarts, targeting to complete all laps. Currently, the live timing shows 2nd lap running!
Just a good job they never got onto a 'live' race track, thankfully the race was neutralised.
I think the restart grid is given by position of cars at the starting line by excluding cars which have been not able to go back to the box by their own means. I suspect the current "roll hoop" structure isn't as it was pre halo, meaning the halo is the new roll hoop, so the structure above it is just for performance (and non-safety regulations)
