This year you can use 8 of them. Inners (moving parts) and outers (the casing). So if you have not used 8 yet of either you won’t get a penalty.

I'm guessing they were all too busy not doing their jobs. They have more important things to attend to, after all.

edit: I've seen the steward's verdict, but leaving it as it is. Perez should never in a million years have been allowed into Q3. What if he was to cause a red flag instead of the mercs, and prevent some other drivers from completing their final laps for instance, as was the case in Monaco ? Or gotten involved in god knows what other shenanigan. Not saying he's a dirty driver, but if the only plausible and logically sound explanation has become blatant favoritism, then the stewards have ***ed up massively yet again.
I would like to hear their reasoning as the session was yet live. -Yeah he's crossed the line hasn't he. -Yeah but let's allow him into Q3 anyway. -U w0t m8.
