Would make sense as Sainz is then probably in a higher mode with his new unit and leclerc has to save his as much as possible.
I know they are (now) allowed to change the PU under parc ferme (like for like) so leclerc can use one of his 2 new PUs per Canada as qualy PU exclusively.
5.4 Pre-Race Parc Fermé
5.4.1 Every team must provide the FIA technical delegate with a suspension set-up sheet for both of
their cars before each of them leaves the pit lane for the first time during qualifying
5.4.2 Each car will be deemed to be in parc fermé from the time at which it leaves the pit lane for the
first time during P3 until the start of the race. From this point, all cars must be presented in their
Reference Specification. Any car which fails to leave the pit lane during P3 will be deemed to be in
parc fermé at the end of P3.
But theres a LOT more to that section, but no specific reference to engine power mode.
