I think there is some trickery/exploit going on with VSC timings, something in that system doesn't quite work, or the driver in front is doing something wrong, which allows for the rear car to have speed differential when VSC ends gaining a lot of time instantly, I remember Verstappen gaining 1.5 or 2sec even at one time against Hamilton last season in an odd way under VSC
At a guess. With Charles car fairly buried in the wall it was likey to take longer to get him out. Maybe in Charles needed help etc
