Being on the inside on turn 1 leaves you no room if you get pinned by the outside car. Russell has shown to dive bomb on the inside and not leave enough space for the outside car this season. Indeed, not all will take a new one here. But since Spa is the best track for overtaking of the upcoming 4 tracks better take it in advance. Max his 4th gearbox was taken in Hungary but I guess they don't want to take penalties in Japan so it's either take penalties here or in US.
Not sure it would feature on the list. It’s not a performance upgrade; rather it’s a change for compliance.
