Doesn't it come down to the order that the penalties are taken? If 5 cars take penalties, being the first one to take the penalty means you start 15th and the last person to take the penalty goes 20th.

Leclerc, Sainz and George only got 1 lap on the Softs so who knows how hard they were pushing after switching from the Hard/Medium.
