There were no budget cap concerns at Austria and Silverstone where they won, seems these concerns only come out when binotto needs to bleed some of the pressure

If you invest in 50% of a company you'll want half the say in that company. VW aren't going to buy half of RBR and be silent partners so it's a recipe for a disaster. Given the typical sociopathic tendencies of the people who rise to the top of large corporations a 50/50 deal is a breeding ground for egos to clash together which is why it's common for 60/40 or 51/49 deals so that everyone knows who has the final say and controlling share.
VW likely see such an investment as a down payment on a further 50% in the event Mateschitz retires and whoever replaces him doesn't share the love of F1. There's plenty of more cost effective ways of selling their caffeine and sugar syrup.

I believe Binotto was referencing the rumoured lighter chassis.

Actually, with the budget cap in place there most likely isn't. Only a nutcase would pull RB out of F1 completely, especially when it costs them almost nothing. Not gonna happen, Mateschitz or not.
I don't know what Buxton is on about it (as always), but Checko actually confirmed that the chassis was already on the limit in terms of weight.
A chassis as fast and as good on the tires like the RB18 can't be too far off the weight limit.
I reckon that they had simulator to track correlation issues in terms of car setup at the start of the season.
I do not think there really were correlation issues at the beginning of the season. Cars were completely new. Teams have to understand them first(some still do not fully understand it even now). And there always are some tweaks you have to make. And Red Bull and Ferrari even were the two teams with a better understanding right from the start. Ferrari probably had understood it better at the start of the season(as they were the one and only team with a very stiff suspension right from the first time the car hit the track), but Red Bull has the edge in that regard definetely. There surely is also a relation to the developement of the car. Ferrari has been equal or better, but since the summer break it seems like Red Bull has a better understanding of how to improve the car and set it up. I think they have found something in terms of set-up and maximise the tyres.
In terms of weight limit - Red Bull wasn't far away recently. In the German Media there were some rumours of the Red Bull being even underweight now. Now they can play with ballast, what would be a massive advantage. But i hardly think this is true.
Definitely looked like it was too much rear downforce/drag. Front was sliding around and seemed like the rear wouldn't rotate. Maybe they are looking towards setting the car up for the race and not quali, but this track is probably one that grid position is important. Marko was saying that they didn't need to win all the races, maybe this is one of them (but would be nice for the Dutch fans).

We think like that as we are F1 fans. Whoever controls Red Bull after Mateschitz (and Marko) may have no interest in/hate motorsports and could want to take Red Bull in a different direction. It’s a private company, they can do exactly what they want. We don’t know and Horner doesn’t either.
I don’t think he trusts Porsche as a controlling partner long term though, that’s how this appears. I’d imagine Honda are in the background also and possibly other OEMs?
I bet Porchse wants RedBull to use a 100% Porsche engine and to control the styling of the car.
What are Porch after?
They want their name seen and recognised and their 'style' stamped on the outfit.
I can not see them coming in Honda style and allowing the engine to be used with just a little badging, they are not after Red Bull Honda, they will want PORSCE red bull

Wouldn't be surprised a Honda deal has already been made .. but time'll tell
