checking the starting positions in Spa again, you seem to be right, yeah. Leclerc started ahead of Ocon although he had an additional gearbox penalty, and Ocon not (both had back-of-the-grid engine penalties).
That's what i wanted to point out with an edit but saw that you checked Spa yourself.
The race to look at for non-BOTG penalties and how they're applied is Qatar last year, i remember there being a lengthy discussion and even confusion among the teams.
The other drivers are not moving up a position when a driver gets the penalty applied, they get them all one by one and then the field gets ... condensed for lack of a better term.
