Honda had realized by 2017 that split turbo was the way to go. It took Renault another 2 years. Then it took them 3 years to get that PU out of the factory. It still had reliability issues and now it has come out that they are down by around 22hp to others as per FIA's estimation even though the whole idea of having a unreliable PU last year was to push the performance before the freeze. Otmar is also responsible for keeping Fry and not losing Fry to Williams either!
I feel sorry for Otmar. He ended up last Summer having to BS the media over the Piastri fiasco and Alonso jumping to Aston Martin. He knew he was defending the indefensible.
