I think the wording of the rules might come I to play here. If Merc use a mode others are prevented from using, I believe that is against the technical regulations, no?

I had a listen. I interpret it like this: apparently they're not allowed to use quali like out-lap mode to fully recharge the battery, but instead during the race they have to move around some different settings in order achieve more or less the same effect. Why that is, I wouldn't know. Maybe to prevent automation of some sorts, or maybe it for some other reason..
What Alonso's engineer is implying with K0 is that hamilton is manually pressing the K0 button on steering wheel, which basically kills battery assist and saves it for the next straight. If he keeps pressing it he'll eventually top up the battery. This is known to happen, but I wasn't aware it'd be mandated for the race, and honestly i don't believe it is.
