Seeing that have teamed up with Wirth research I would give them a good chance of staying on the grid for the whole year, but they entered under the impression of a budget cap, but the that no longer is the reality, a huge shame that is. It would have been nice to see what they could have gotten done with the proposed removed technical restrictions.
They can still run under the proposed budget cap willingly that is. It's their money and they can spend it the way they want. Yes, they'll probably be around 3 seconds slower per lap that way but that's not bad for a first year.
Looking at the Force India example I wouldn't be surprised if the three new teams close the gap considerably in the next 2-3 years. (We bash FiF1 for being slow but we forget they were 3s slower a few years back and last time I checked Sutil had a good chance for some points.)
