Horner talks about 2025 all the time. Not about 2024.
Horner is talking about AFTER 2024 and "we 'll see how Daniel does; we’ll see how Yuki does and in the background we’ll see
what Liam’s capable of in the test-and-reserve role [in 2024 at AlphaTauri]".

I understand that you as a fan would like to see Ricciardo drive the RB20, but Horner is not talking about that at all.

Indeed. They aren't averse to midseason driver swaps or going against their own word though. See Pierre being given very supportive words just before losing his seat. Horner will always support the current driver publicly even whilst making moves behind the scenes to change them.

Perez has managed to hit with at least 6 other drivers in the last 2 races alone and forgotten how to drive. P2 in wdc is on the line still with Hamilton only 30 pts off.

I think the turning point of Perez's form at RBR was in Monaco when he crashed his car and allowed RBR competitors to see the secret behind RB19 floor design.

I dream about that scenario more often than I'd like to admit. I think it actually makes sense if Sebastian wants to return to Formula 1.

He wouldn't fare well as much as I love seb. Vettel was a tenth or two ahead of stroll, slightly worse than Perez's performance against him. And vettel also likes to feel a confident rear end which the rb19 naturally does not offer (presumably)

You're probably right, and perhaps it's better to keep it a dream :D. Although I do sometimes wonder if it really is as simple as that Driver A or B prefers understeer/oversteer and wouldn't do well at team X or Y. I feel that it's a bit more complicated than that.

I'm 99% this is all marko. Horner doesn't really have driver decision authority within red bull, he's more like a glorified manager. We know Marko is his superior because he negotiated him not leaving for ferrari ("this cost us millions" - marko in an austrian interview).
There's been a number of situations where horner wanted to hire a different driver but got overruled by marko in the end. In 2013 horner wanted raikkonen in the car for 2014, marko wanted ricciardo. Correct decision there by Marko as raikkonen was extremely washed at that point. Horner didn't want devries in AT but marko wanted him and so it happened. Agreed by marko in the end it was the wrong decision. I'm sure there were a bunch of other times they disagreed.

TBH marko's decisions were good up until Max, then took a nosedive. Gasly is mentally weak and isn't RB material on his best days, shouldn't ever be put in main team. They put a rookie albon next to Max next with predictable results. Wasted a fast, if rough driver at that stage.
Marko's time must be up by now, unless he's got some other vital input in the overall success of the team that we're not aware of. Dude is 80 after all. Imagine Bernie still running f1, guaranteed disaster.

It depends if the driver is quick to adapt to the new racing style. Personally, I don't think SV will be able to beat Max in RBR at the moment, but I am sure having SV driving alongside Max will provide good marketing for F1 and Red Bull.

If I am SV looking for a comeback, I will choose to be beaten in RB20 by Max than to be in any other team fighting to be 2nd best

Iirc, Mark Webber was faster than Seb in the early days of the blown diffuser. It was only after Renault got it working earlier in the corner that Seb really dominated.

Albon's average qualifying position in 2020 was 7.18

Perez's average qualifying position in 2023 is 8.94
