I have no meteorological qualifications but my intuition is that a tropical storm will not climb the mountains to 2000+m since it is dependent on the warmth of the ocean to power itself. It's just going to dissipate when it hits land and starts climbing the mountains. Mexico city should be unaffected, but the coastal cities will be hammered.
depending on the damage this comes with, it can still have an influence, of course. If it's catastrophic, I'm pretty sure they'd call off the race, no matter if Mexico City itself is affected or not.
