Rumour is no penalty for Verstappen, Alonso or Russell
Classic. Introduced a max laptime to avoid games on track only to introduce them at pit lane exit and give nobody penalties. Let's wait till Ferrari does it the first time for a 4 race ban and 3 place grid drop for the next 60 years worth of GP starts. All of which will be adorned by countless RBR fans saying that when Max clogged the pit exit it was different because he was going 1kph so technically he wasn't stopped.
Same bs as when half the grid was parked before the last chicane in canada when Vettel's Ferrari was coming through on a fast lap, nobody punished.

clown organization more so than Ferrari's pitwall.
20 cars times 5 to 6 second gap does not fit on a track of 78 sec laptime.
We dont want a traffic jam before the last corner, cause well see Vettel like you mentioned and 100s of other examples (Austria is always fun).
Logically, with the SC2-SC1 time, they need to create a gap at the start, which they have been doing for a long time by driving 5-10 kph in the pit exit, which is illegal "unnecessarily driving slowly", cause no one can cross the white line. Now Verstappen, being down to earth and honest just says. F that, if we are gonna stand "still", we might just as well stand actually still. There is no real difference between standing still and driving very slowly.
As long as teams want to create 5 to 6 second or even bigger gaps, this will happen and stopping in the pitlane is obv. the safer way to do this.

It seems you have forgotten about Monza already. Ferrari has already done it, with 20 seconds out of bounds or something thereabouts and they came out penalty free.
Dont spread horseshit, they were out by about 1 and 3 secs. Check the onboards.
There was nothing to penalize as they clearly followed the rules.
