It's not that easy though, especially with the added controls for BC.
If you employ an 'exert' you do not have to justify how they became an expert or who covered the cost of their knowledge.

Having done development by using all the officially available tools like Wind Tunnel and CFD, things still doesn't correlate and teams find problems on track. One can only guess how dependable things would be when work done without the CFD and wind tunnel. Minor design mistakes can have serious consequences like Mercedes found out when they learnt they had a wrong wind tunnel configuration.

not sure he is to blame here personally. This was just after the of the session, and the timing (incorrectly) showed Hadjar as pitting. So the team probably assumed there was no one to come from behind anymore

edit: but I just checked Stroll's onboard on F1TV, and the team clearly told him "Hadjar 4 seconds behind, he is pushing"

Team factories are like Orwell 1984. The FIA is almost literally up the arse of teams. They have access to the site cameras, and even the IT-systems have to be signed off by the FIA.

I guess Newey can do sketches at home though 😉

Good news. The 3rd point won't allow RB to start developing the 2026 car earlier than the others.
Not sure if this is good or bad since we know RBR did compromised their R18 development for 2021 WDC and yet they came up quickest in 2022..

For 2026 it will be anyones guess. don't think this would hamper RBR more than others..

It seems like an interesting lineup for the young drivers in FP1! It provides them with valuable experience on the track. Looking forward to seeing how they perform alongside the regular drivers.

Of course. You can't do actual car development, but you can find ways to outsource the conceptual work ahead of time. It would be easier for bigger teams, naturally. Let's not forget, RB developed the AM Valkyrie with Newey and they have a great time with that experience. Nothing illegal in it, it was done before it was announced floors will feature channels again, but the benefit is clearly long-lasting.
