I have only one explanation: in practice there is little free time, and in order to test as many settings options as possible, two full sectors are attacked, and the third sector is thrown into the pitlane before the race in order to immediately go there to change the settings. That's my take on it too. Optimising time to fine tune the setup, one they're likely not fully happy with.
