“Pushing” has got nothing to do with it, braking 100m early for a blind corner has, it’s just too dangerous in an F1 car but on a street circuit it’s lunacy. When I first saw the replay what came to mind was was “brake test”, seems the stewards thought the same.
He didn't brake test Russell, that's the issue with this judgement.
He wanted to force Russell to run in his dirty air through the corner.

The fact that in dirty air the car behind loses loads of df in a fast blond corner, you might as well call it a brake check. Russell was pretty much at the braking point when Alonso suddenly went from 0.5s away to nothing.
It's one thing when Russell was prepared to he 0.2s away from Alonso into that turn, but when you suddenly and uncharacteristically brake early for that particular turn l, that is not on. Don't forget even they need at least 0.1s to 0.2 to react to a sudden change. Recall baku 2018 when hartley did the same thing to gasly and he had to veer violently off. Fortunately there was run off and it was a slow right hander.
