Lando was breaking track limits repeatedly and dive bombing, but it's a marginal collision that results in the 10s penalty because of the outcome of the incident. Stewards overreacting to the outcome rather than the incident as always
The 10 seconds was for Max steering left INTO Norris. If Max stays on the line he was on then he keeps the lead and they don't collide. He didn't. He did exactly what he always does when someone is beating him, he plays dirty and drives into them. He did it multiple times with Lewis, he's doing it now with Norris.
Should have been a stop go penalty, not the most ineffective penalty ever.
"Let's give him a penalty smaller than the gap behind him"
