Being practise or qualifying shouldn't be an excuse. A rule is a rule. You can't enforce rules depending on team. No I'm just explaining that if you impede someone or unsafe release in free practice, it's not punished as severely as if you do it in qualifying, before the race or during the race. I'm not arguing what should or shouldn't happen. I'm just laying out how the stewards officiate.
