If Oscar will need another set, he should give a tow to Lando on one of the Q3 laps, it's a no brainer.

Hopefully nothing will happen. Last race Max Verstappen acted like a jackass in the FP3 when he passed Lando Norris in an illegal way inside the pits and then he rode the white line passing both Mercedes which is again illegal. He was never noted. After all worse unsafe releases happened and were never penalized.

This will be a huge blow for the team to have Oscar first row and to get a penalty for no sense. Exactly like in Imola.

This is qualifying, that was free practice. Competitive session makes the penalty for impeding always a lot worse

I have one more example Szabi. Stroll and Leclerc using their cars as weapons against Hamilton and Norris a few races back on practise.

The guy that releases the car quite literally has 1 job in that moment, 1 job. Yet somehow he does the worst thing possible

Being practise or qualifying shouldn't be an excuse. A rule is a rule. You can't enforce rules depending on team. Max Verstappen in Austria with what he did should have had a 2 race ban back in the 90s and 00s.

No I'm just explaining that if you impede someone or unsafe release in free practice, it's not punished as severely as if you do it in qualifying, before the race or during the race. I'm not arguing what should or shouldn't happen. I'm just laying out how the stewards officiate. It's not down to the team or driver, but rather the type of session in the examples you've given
