I'll be surprised if there is a penalty. If there was a full SC it would go into pits on last lap and no penalty would be given under inlap. If there is a loophole about VSC not being ended on the inlap, they probably need to clear that up.

I can't say I've seen any of the other team's rear wings move in that manner. Limbo to an extent, but the upper plane tends to not move in that manner.
