The question isn't, should it be a penalty. It's a separate question aside from Norris's specific situation, but can someone remind me exactly what's expected of the drivers under double waved yellows? Isn't it something like "slow down and be prepared to stop"?

There is 0 U-turn in policing of this issue. Every time it has happened recently, the same penalty has been awarded. This was just Lando losing concentration(as seen by the post race interviews where he had 0 clue what he had even done). The so called flexi wing was mutually agreed to be withdrawn, along the usual lines of team pushes the limits (as F1 teams do). We have seen so much uninformed use of the "cheating" word in a sport that is always, and is actually about, pushing the boundaries. You should know with the years you've been following that this was just another innovation that was decided "broke the spirit" of the rules and was voluntarily withdrawn. It's you Sean that should be asked "you can't really be serious" about cheating. Red Bull are still the masters of "look at this" and getting the attention from the FIA when they fall behind.
