Yes you do. Best example of it will be this coming race.
For the most part you overtake by having a better setup/car overall, drafting, etc. It's possible you may catch the guy on the braking portion(s) of the lap, but that's different from the regular circuit based racing outbraking maneuvers. In fact in nascar chances are you won't even be following the same racing line as the guy you 'outbraked', so it's really a different concept. Every now and then you may see something closer to a 'normal' outbrake maneuver, but it's definitely not what nascar overtaking is mainly based around
