The reason might be not aero, but engine performance related.
I don't think EBD is efficient exhaust config.

I still see the EBD plate.. I think it's still there until I see photos of the side-pods that is.

It's only deeper into the side pod.
It may be negligible but the ebd takes away some of the exhuast thrust, because of the downward component of force onto the diffuser, intead of a purely horizontal stream of hot gases. Maybe setting it back a little may dilute the ebd effect a little. Just some speculation by the way.
Or it could simply be an evolution of the ebd that we will see at all races from now on.

No, they just haven't mounted the upper element. It is connected to the f-duct so they usually mount it later.

Doh! I better learn to read... I saw the last photo of the rear wing and thought he was talking about it, since it was missing the upper element in that picture :oops:

they did the same for spa, like you said it decreases drag.

They kind of use (was it marcush's idea?) of narrowing the rear wing and f-ducting a more steep rear-wing than necessary. Only that they have the full width, but the center section is higher than the edges. Same idea, but with less radical implementation.
