Ferrari team order at Germany - What should be the penalty?

What you can't appeal is a drive through.

The Speed commentators are as uninformed as ever. The WMSC did find Ferrari guilty...
"Having heard extensive detailed evidence, the Judging Body of the WMSC was satisfied that team orders were issued...and as such was contrary to article 39.1 of the sporting regulations."

...

"This clearly interfered with the results of the race, and...was in the Judging Body of the WMSC's view prejudicial to the interest of motor sport and contrary to article 151(c) of the ISC."
The WMSC's investigator recommended they maintain the fine, issue a 5 second penalty to Alonso to restore the result of the race, and to withdraw all the team's and drivers' points for the season (suspended, provided they didn't do it again).

That seems to me like a very fair judgement, since all Ferrari would have lost is what they'd gained through cheating. The WMSC's logic for not following through on their own recommendation is, imo, quite flawed.

Lawyers are awesome. Hard to prove team orders when none were actually given.

Massa gave up the position based on a logical decision he made from facts given to him by the team over the ra......

The whole issue is indeed very funny, I agree. It seems almost every single race this season has generated a silly issue for media and fans alike to keep themselves busy till the next one. You couldn't get so much controversy as in modern Formula 1 if you had a TV show with lesbian communist bald nude silicone implant breasted nuns mud-wrestling muslim blind underage orphan HIV positive transvestites.
