Yes it will be harder for Renault to pass someone, but these situations aren't mutually exclusive. Remember, they were hitting the rev limiter with DRS on. In the race whomever is defending won't be able to use it, meaning Renault won't be hitting the rev limiter if defending. On the other hand a car that was geared to make best usage of DRS for quali, will have too long gearing if the DRS is off, and because of that will be seeing lower top speeds than if it were geared w/o DRS in mind. In my opinion, Red Bull may have gained 3 tenths from KERS, but 3 tenths are lost due to compromised packaging of the cars and the cooling requirement to fit the KERS.
