I think he's implying the car has a disproportionate amount of front down force. The high front down force causes the front wing to flex more severely. However with too much frontal down force the rears might become relatively unloaded - especially under braking. Similar to the way the rear tyres of a car might become unloaded leading to lift-off over steer. Therefore with a much smaller force on the rears than on the fronts, it's easier to lock them causing over steer.
At least, that's what I read into his post.
Ok, reading that it sounds confusing. In brief, the wing flex is a sign of very high front downforce. This causes the front tyres to stick to the track much more compared to the rears which leads to oversteer....
