I disagree- Brawn and MSC are not new to this. Yet in October of 2010, Brawn had this to say about 2011 and W02.

With all his experience and knowledge, did he not know
then that no team gains that much performance in just one year? The more realistic conclusion is that either; he said it (knowing it wasn't possible) to save face- in which case he'd be a liar and nothing he says can be trusted OR he genuinly beleived it at the time. I think he genuinly beleived it at the time, expected it at the time and when they fell so far short, he came to grips that this team just does not have the ability to develop a winner.
Now he's standing back and admitting that lack of ability, or at least hedging his predictions to be inline with his own expectations. Otherwise, it just doesn't make sense why he'd predict a title contender in one year in 2010- and then in 2011 he predicts NO title contender for an additional 2 years. That also fits with the major technical employment drive at MGP- they know they don't have the ability, they are trying to get that ability, but don't think the pieces will be inplace in time to be of major consequence for 2012.
