Looks like it is just a plastic cover laying on the fairing, I don't think that is an actual part of it.
Edit: Ok, so it is zip-tied against the fairing. Hmm.. maybe to test the effect the fairing has on aero or cooling?

They are using that top exit to draw air out through the starter motor hole, which is angled to be an intake rather than the usual blown slot(I think the innovo concept has something similar)
