The only reason I can think of to attach the upper flaps to the nose cone is to add some degree of flexiblity. It seems like they are playing the ferrari game here, because such a thin section of carbon cannot be more rigid than the previous solution that Renault had. At least Renault are responding before it's too late.
The 1st element on the front wing is ferrari-esque, but look how it blends to the 2nd element, it has a much smoother curvature to its LE in the central section.
