I think with an extra a bit of fuel williams would have been quiet close. And having Button out of the p10 and a williams pole
can change everything psycologically speaking and more for the press. So the risk it is worth to take.
But 0.6 seconds is something like 20kg of fuel. That's enough for a LOT of laps (edit: it's about 13% of the race distance, or 8.8 laps - using a very very rough calculation), not just one. So the risk really is not worth taking, and the team wouldn't have deliberately made that mistake.
Most likely there was a small fault or miscommunication where they ended up short fuelling the car. It would NOT have been deliberate or calculated, so stop with the irrational accusations unless you have a plausible explanation for why they'd do it.
