Monaco Suzuka and SPA are proper driver tracks.
You will never see someone win in a HRT or Marussia for example. Not even if you had Senna in the car.
Sure you might say wait a minute, Senna won in the Toleman.. (yes i know but Senna really won that one)
It´s not the same as today, driver´s can´t make that much of a difference as they could back then.
So you absolutely 100% need a good car. If you have a bad car you won´t go anywhere, you might put it slightly higher then what another person would but you won´t win races or take poles with it.
A "good car" around Monaco is one with exceptional mechanical grip and setup with the Pirelli's.
Downforce isn't a great dominator, Monaco is a low DF track.
