It's a infrared heat sensor for the tires. When it's the unit from one firm in the UK (I forgot the name, they said earlier this year they supply every team but one) it takes the data from three positions on the tire. The bulky thing with the red tape could be practice-only (at leat they didn't run it in the race last week), and it may not be for the tires but for the floor to see where the hot exhaust plume hits it.
