Right... and it's an F1 driver's job to know the limit, and not go over it. We're being harsh to Maldonado because he repeatedly goes beyond the limit, either deliberately or through lack of skill.
Its not like he intended to get sideways and hit Di Resta.

Also we saw Hamilton do pretty much the same thing to Massa at Silverstone (last year or year before, cant remember) - at the last lap at the last corner - absolutely nothing was said then?
No, we saw Massa attempt to pass Hamilton around the outside and fail at it.
Theres also that now infamous ARnoux Villenueve battle at Dijon, where they are contacting each other many times and battling to the death. There is nothing wrong with a bit of side to side action.
Notably though, the contact was not enough to push someone several meters of the track, just gentle taps.
You can't keep sticking penalties on drivers attempting to overtake, its pathetic. Soon no driver will even bother trying unless its 100% clear cut chance or in a DRS zone.
No one is doing that, plenty of drivers are overtaking this year without driving into each other.
