I haven't taken a proper try at fitting a degradation & fuel model on the long run data yet, but taking Hail22's post at face value, if you did the rough maths - 1:46.3 - 1:44.920 is 1.38s difference. Taking an average fuel effect of 0.102, that leads to around 13.5 laps of fuel difference - enough of a difference to be the difference between first and second stint loads.
Do you collect every race/quail and practice times, you sound like a really hardcore fan
