ART 22 of the
2012 FIA Sporting Regulations:
Track testing is not allowed with cars that conform to this or last year's rules between
one week before the first GP and December 31st with the following exceptions:
The teams have the opportunity of one three day test, one three day young driver test, and a one day test for a driver who shall substitute another during the ongoing championship.
Plus there are four one day aerodynamic straight line or constant radius tests allowed which can take place from
January 1st to the beginning of the last GP event and each may be substituted for four hours of wind-on full scale wind tunnel testing to be carried out in a single 24h period.
Promotional events such as filming days are allowed with specific tyres.
Further restrictions:
- No more than 15,000 km during a calendar year (does not imply young driver test and promotional venues)
- Not whilst a Championship Event is taking place
- Not in August (except the substituted driver test)
Plus then the pre-season testing, but I don't know where it is regulated.
