Does anybody know why there are wires connecting from the stilts/pegs to the second wing flap?

If you are referring to the little metallic rods attached to the vertical mounts they are simply supports to avoid vertical movement hence keep fixed the gap between main element and flap, wing efficiency is pretty sensitive to the slot geometry and it’s important to keep it under control. Obviously the rotation of the flap to set the incidence is allowed by an hinge.
