The cost of policing may be out the question. In the UK it costs roughly £100,000 per football match with 50,000 spectators. In Austria I am led to believe its 150% the cost of a comparable UK match. So that is 1.5M per 50,000, so make it £3m as a guess, thats €3.8m rounded up.
How do you come to that number? 150% of 100,000 is not 1.5 million...

Just 3db? It's a logarithmic scale, 117 dB is half the sound pressure of 120dB.
