They have a small hole for big exit area, i think the air should expand nicely, without choking.

Been there since the launch, I mentioned it at the time, this is the first time in ages it's been opened up though ;) It's like the hole McLaren used to run on their Sidepods

I remember the Mclaren one, 2010 or so.

It's so forward, does it even go through the radiator?

McLaren ran it until they went to the Sidepod WIngs last year, some races it was there others it was absent, it is forward on the rad.

It almost looks like they're exiting the sidepod tunnels near the crash structure

That's interesting...

The IRBR uses the tunnel to blow the starter hole, perhaps Williams is using the tunnel to blow the bottom of the beam wing for greater Down force effect.

You sure the IRBR is blowing the starter hole? the latest picture i seen you could see the starter hole

Not directly. They exit around and below the gearbox.
