Not only it has 2 strakes now apparently there is also a cut between them.

Anybody else think that the twin strakes with open slot is a substantial design change? Looks like it's introducing the exhaust air below the floor much earlier than before.

They have been always there this year at least

I think we're talking about two different things. I'm talking about the two strakes on the floor just ahead of the rear tyre.

Yes they are pretty much using the twin strakes to funnel the gases into the hole.
I believe the whole is positioned where the "legendary" Mclaren fan tail was suppoused to be (at least that's what Scarbs drew up and P.Lowe said it was accurate).
And it's brand new on the car because they didn't have it in Malaysia, Redragon is probably reffering to the strakes above the diffuser (those were there since last year).

I too thought they had cut the section out between the strakes in order to enable the airflow to enter the Diffuser's outer channel earlier but after much searching it appears they haven't:

According to Ted Kravitz RedBull now have hollow front stub axels:
