If the race itself isn't exciting, the weekend as a whole I feel is always slightly more exciting than normal as you hope to see your favourite driver win. I always get excited over the results in Monaco more than any other race, even if the racing itself is pretty average. If the weather is nice, it is also great to enjoy the scenery during the practise sessions - much more so than India, Shanghai or Korea, for example.
How so?
As people have mentioned, it is very difficult to pass at the front of the pack where the cars are of equal pace. The race comes down to qualifying and pit strategies, which usually are identical for the front runners. This often (but not always) makes it a procession for 78 laps. I actually really enjoy the break from DRS slicing and dicing, but my comment was reflecting the general consensus that Monaco is a pretty boring, processional race that goes for two full hours.
Personally, I think the race can be quite tense and I really enjoy watching cars following each other closely around the low down force track. Last years final five laps were fantastic. But I quite like Webber and I suspect that last years race wasn't brilliant for Hamilton fans.
