Martin Brundle, in the Sky commentary, said that Red Bull found in a previous year that the different shape of the intermediate tyres helped their down-stream aerodynamics. Perhaps the Toro Rosso is seeing this again in 2013. I believe MB's anecdote dates back to when RB and TR were the same car with different engines; I doubt that the TR of today has much in common with that car, but they may still be using the same design processes.
It makes sense that the aerodynamic impact of the inters would be different than the slicks because the inters are slightly larger and their sidewalls are stiffer; both changes are to reduce the chance of the car aquaplaning on the under-floor plank.
