While that may be a side effect I would highly doubt that. They are spaced to wide to catch chunks that can easily block up the slot gaps. Second, if you look closely they are set at a slight lateral angle to the airflow which would cause them to generate vortex's. VGs need some form of lateral flow to create vortices. These little triangles look like VG but aren't subjected to lateral flow so won't create vortices. They will, however, deflect rubber chunks. If the chunks catch on the slot gap separators seen further downstream, they would build up to block to slot gaps. The result would be portions of stalled front wing.
