I would think that the lower downforce will hit the teams in slow and medium speed corners, not so much in the high speed corners.
Corners such as Blanchimont will probably still be able to be taken flat, since the current setup gives more downforce than is necessary for that corner. Then again, they may arrive at the corner a little quicker than normal, through the reduced drag. Eau Rouge may be a touch more exciting for the drivers.
The biggest loss will be in low speed traction - lower downforce configuration and no diffuser blowing of any kind.
