Perhaps putting all the effort into clearing the area was a mistake, you can have an efficient beam wing while still directing some cooling there, RBR, Merc and Ferrari showed that.
But Williams had a good car last year, it is hard to know exactly what went wrong this season, but i think the inability to make upgrades work has something to do with it.
They are using a FW from early last season because every model the team brought since has failed in one way or another. Their exhaust system is based on something they attempted last year and decided to keep off the car and their ramped style exhaust made the car a lot worst.
They tried a couple of different rear ends cooling arrangements, and in the end, they went back to the launch one (which was never suppoused to actually race, since they had ramps in the pipeline).
Right now this is a superficial change rather than a design concet change and won't improve the team's fortune one bit.
