As for downvotes getting posts hidden, that is indeed currently 2, but that was also set as such when there were less people able to vote anyway. I'm open to get this modified.
Also, the number of downvotes people are allowed to make per 24 hours has recently been topped off a bit, preventing unnecessary usage. If can be modified at any time if it would prove to be required.
"The voting system continues to be a farce" is hardly a valuable contribution btw and could equally attract downvotes. Argumentation, suggestions are more than welcome though.
Some areas of the forums can be voted on, others can't, like this one. This makes sense here, but in other areas it's just odd. Many people can't downvote, others can. The criteria for this is just bizarre. The first person to post a picture anybody could have sourced get's all the upvotes. Post something original, like a photo or video you took yourself, and it usually just get's overlooked.
TLDR; The whole system promotes quantity over quality. If you post 1000 average posts you are likely to get more votes than posting 100 brilliant posts.
Still you've defined the rules quite clearly, I'll just report anything that doesn't meet those rules, since I can't downvote them.
