Well, the thing I don't get is why you would take the intake air from a low pressure area up there rather than just feed it from the high pressure airbox right next to it. I could understand it if it had a hood over the top.

Furthermore it appears that the barrel's have been abruptly curtailed by a piece of horizontal bodywork which turns them into a very narrow outlet. I'd suggest that the airflow being drawn in further up the Engine Cover (seen just above the outlets in this image and talked about earlier in the article) could be feeding this outlet.

Without blown diffusers, engine mapping tricks and exhaust tricks, traction might not be a problem. Please note the rear suspension arms in the side shot: attachment points are far back compared to F138 (oh, thanks for the link). The overall gearbox + suspension mount looks very tight, at least if compared to the past two seasons.
It's very unclear, but I believe something important has changed on the back of the car.
