Well, as a matter of fact - yes, because it is the most practical solution for hassle free gurney removal if needed.
Mechanic just peels it of from a rear wing.

Ferrari done that once, in 2011 Suzuka, when Massa reported understeer.

After Malaysia qualifying it would appear that the F14T is lilkely the third best handling chassis but saddled with the 3rd most powerfull engine. The Renault and Ferrari power units seem fairly close in terms of power, with Mercedes well ahead. The RedBull still looks like the best chassis, with Mercedes second and by far the best power unit.

They must have been tape happy recently. In the Close Up picture above of the rear crash structure and diffuser, you can see several little pieces of translucent yellow/gold tape. From my work with composites, that looks like Kapton tape.

And, no, that's not 'duct tape'. It's 'racer tape' to you, Sir. :P

It's been a standard practice for them in the early 2000's. They taped over the gaps where different body panels met. Practically no weight gained and it helped with drag reduction (back then the tolerances werent so tight :) )

If I am correct, that is called helicopter tape..

They are aligned with the driveshaft on most if not all cars this year.
Are there any direct implications of that on suspension performance?

Bad traction due pull rod, engine is weakest,i think season is over but lets hope for 2015!

Well for the engine side its pretty obvious. Compared to mercedes its down on power and consumption looks a little worse also. Compared to renault its tie at best.

It is the floor support
