Ted sure does speculate a lot. I don't believe Ferrari would be allowed to keep their grid spots if the mgu-k was over 120kw. It seems to me to be more likely to do with the rule that stipulates the max torque the mgu-k can use. I think that this is a new feature on the car. I have never noticed it before and cannot find it in the photographs from the Spanish Grand Prix.
