I don't know, I'm not a williams engineer, and I don't have the aero simulations. It's clear though that an entire team of engineers thinks that this is the best solution available to them right now though.
My assumption is the cost vs gain isn't enough and looking back a few pages around Spanish gp the black cover over the gear box could be changed quickly easing the repair time and also could test several different covers with out having to change entire rear bodywork.
The fact that you've seen a cover over it tells you that it's nothing to do with cost. The team already ate the cost of designing and producing a cover over this part, and it clearly didn't perform as well. They simply have a different philosophy from the other teams.
